Rarely, below high volume. The difference between two platforms' per-minute rates is usually smaller than the cost of the engineering time to build on them, or the revenue lost to calls the agent fails to complete. Optimise for completed calls first and cost per minute second.

What is missing from every vendor comparison, including this one?

Your own call data. Vendor comparisons cannot tell you what proportion of your calls are routine enough to automate, which is the number that decides the return. Pull a month of call logs and count them before choosing anything.
